In order to sell in the European Economic Area, equipment that uses fuel gas, along with the safety, control and regulation devices, must comply with technical criteria established in Regulation EU 2016/426. The manufacturer of the products, or their authorised representatives, are responsible for ensuring that they have been designed and manufactured in accordance with the requirements established in Appendix I to said Regulation.
The manufacturer is also responsible for issuing the EU Declaration of Conformity and placing the CE Mark on the product. This ensures the free flow of products within the European Market. The commercialisation of certain appliances that use gaseous fuel, and their safety, control and regulation devices requires a notified body like AENOR to certify compliance with the mandatory safety requirements established in the regulation
AENOR is notified by the Ministry of Industry, Trade and Tourism, and is accredited by the National Accreditation Entity (ENAC) for this certification.
The new Regulation (EU) 2016/426 on appliances burning gaseous fuels fully came into force on 21st April, 2018, instantly repealing Directive 2009/142/EC.
The Regulation applies to appliances that burn gaseous fuels and are used for cooking, refrigeration, air conditioning, heating, hot water production, lighting, or washing, as well as blown air burners and heating bodies equipped with such burners.
It is also applicable to safety, control, and regulation devices and their sub-assemblies, intended for incorporation into an apparatus or to be assembled to constitute an apparatus.

For the consumer:
The conformity assessment procedures (Modules) are set out in Regulation EU 2016/426.
The applicable modules concern both the design phase (EC type examination, module B) and the production phase, which has various alternatives (modules C2, D, E, F and G).
Production surveillance audits for modules based on quality assurance systems can be integrated into ISO 9001 quality management system audits.
