Energy Saving Certificate

Energy Savings Certificates are documents that guarantee and quantify the reduction in energy consumption achieved by certain energy efficiency actions implemented by consumers, assigning them to an owner (Obligated Party) uniquely.

Verification of certificates and decarbonisation tarets

The Energy Saving Certificate will lead to an increase in energy efficiency projects that contribute to and are essential for meeting the EU's decarbonisation and competitiveness targets.

The verification of energy saving certificates also offers consumers the opportunity to benefit economically from the energy savings and efficiency measures implemented, both due to the reduction of energy costs and the returns on the energy savings achieved.

There are two types of actions that can be converted into Energy Savings Certificates:

  • Standardised actions. In this category, there must be an action sheet that includes the action. The methodology for calculating the savings is already validated in the sheet itself.
  • Singular actions. This is an action that cannot be justified with the sum of several sheets and that, due to its complexity and/or amount of savings, warrants moving to the singular action category.

  • Obligated Parties (OP). They must meet a minimum savings obligation (defined in the Ministerial Order) to be eligible to apply for the issuance of an Energy Savings Certificate.
  • Delegated Parties (DP). They must meet savings commitments through an Energy Savings Certificate defined by means of a delegation contract with each Obligated Party (intermediaries). They must also be accredited by the Directorate-General for Energy Policy and Mines.
  • ESC System intermediaries (Installers/ Subcontractors)). These are stakeholders contracted by Obligated or Delegated Parties to achieve savings, seek or implement energy saving actions. They can neither request files nor buy/sell or settle.
  • End users. They are the beneficiaries of the Energy Savings. These are the users of the installation, equipment or element where the energy efficiency action has been implemented, and therefore those who benefit from the improvement. They are usually the same party that undertakes the investment of the action and are therefore the original owners of the energy savings. Through the Energy Savings Certificates Agreement, savings are transferred from the savings owner to the Obligated/Delegated Party. The end user must receive compensation in return.
  • Verifier: Conformity Assessment Body. Accredited by ENAC. They are responsible for issuing an opinion on the savings achieved, both in standardised and singular actions. The accreditation protocol differs depending on whether the verifier is for standardised actions or for singular actions. A favourable opinion from the verifier is required for the filing with the Regional Manager of the application for the issuance of the Energy Savings Certificate.
  • Regional Manager. Validating authority of the Energy Savings Certificates System. It is responsible for promoting savings actions in its territory and issuing the Energy Savings Certificates. Each Autonomous Region must inform the National Coordinator which body will act as the Regional Manager in its territory.
  • National Coordinator. Supervisory and Regulatory Authority of the Energy Savings Certificates System. Its task is to createan efficient ESC System to meet the objectives of the PNIEC/DEE; the receipt of Energy Savings Certificates issued by the Autonomous Region and registration of the Energy Savings Certificates in the National Register; traceability of the ownership of the Energy Savings Certificates in purchase/sale transactions; recording Energy Savings Certificates' settlements; reporting to the EU on savings, periodic review and testing of the correct functioning of the entire Energy Savings Certificates System; system management in those cases where the energy savings action exceeds the territorial scope of an Autonomous Region; drafting the regulations of the system, including the Ministerial Order relating to the Energy Savings Certificates Catalogue and its updates.

AENOR is accredited for the verification of standardised actions and for all types of singular projects (residential, transport, industrial, tertiary and agricultural sectors).

Registration of the first action of Energy Savings Certificates in Spain verified by AENOR: Unique performance of the energy renovation project carried out in an iconic building, within a comprehensive refurbishment of the building. Standardised actions (Action Sheets) in the Industrial, Residential and Tertiary sectors have also been verified in 2023.
