Royal Decree 314/2006, of 17 March, approving the Technical Building Code (CTE), is the regulatory framework that establishes the requirements that must be met by buildings in terms of basic safety and habitability aspects, established in Act 38/1999 of 5 November, on Building Standards (LOE).

The AENOR N Mark is recognised by the Ministry of Public Works and Transport as a standard of quality of the CTE. This recognition means that the Administration is sufficiently confident in the products certified under the AENOR N Mark considering that the use of these products in buildings contributes to compliance with the basic requirements set forth in legislation. For this reason, use of AENOR N Mark products benefits all agents involved in constructing a building.

​​Certification of ceramic paving stones comprises two clearly differentiated stages. In the first phase, certification applicants must implement a documentation system based on ISO 9001. At the same time, they must control the products and measurement equipment as set out in the certification regulations.

Subsequently, AENOR's technical services visit the production facility to verify compliance with the certification document requirements. Samples of the models to be certified are taken and sent to one of the laboratories, accredited by ENAC, that collaborate with AENOR in the certification process.

Once the test results have been received, AENOR, which acts as Secretary to the Technical Certification Committee, will issue a confidential report on all activities, which will be assessed by the Committee.

If the application is successful, AENOR will be asked to grant the certificate. If not, the applicant will be notified of the reasons why its application was rejected and told what additional measures to take.

​​Once the certificate has been issued, the company enters the certification monitoring phase. During this phase, AENOR's services make annual visits to the production facilities to confirm that the criteria and requirements established in the certification regulations are being applied and maintained. During the visit, samples of the certified models are taken on a rotational basis for testing in an accredited laboratory.

Each year, the Secretariat prepares a report on all activities developed, which is presented to the Committee. When seeing the results obtained, the Committee decides whether the certificate is upheld or whether extraordinary actions are required.

Once the certification process has been successfully completed, the organisation obtains: ​ ​

  • AENOR product certificate and its technical annex
  • Licence to use the AEN​OR Mark ​for a certified product, in accordance with AENOR's regulations
