Environmental profile is an increasingly important criteria for public and private purchasing and consumer choice.
Companies have various mechanisms for accrediting and communicating the environmental excellence of their products and services, including the Environmental Product Declaration (EPD) according to the International Standard on Environmental Product Declaration (ISPD). ISO 14025, which establishes the requirements that must be met by these Environmental Declarations, including third-party verification. Building products and services use European Standard EN 15804, which recognises the environmental information of construction products in Europe, as it is a harmonised and recognised standard.
These environmental declarations (Environmental Product Declarations, EPD) provide a reliable, relevant, transparent, comparable and verifiable environmental profile and highlight environmentally-friendly products based on life cycle assessments (LCA), in accordance with international standards and quantifiable environmental data.
The Life Cycle Assessment (LCA) forming the basis of an EPD must be conducted in accordance with specific Product Category Rules (PCR) that are published as technical standards or by a recognised programme. These PCRs guarantee a set of coherent criteria for a family of products with equivalent functions.
AENOR has been appointed as the Administrator of the GlobalEPD Programme in order to enable organizations to communicate and verify the environmental performance of their products.
This programme draws from AENOR's synergies and experience in conformity assessment models, such as carbon and water footprint verifications, the statutory verification of the National Emission Allocation Plan, the CE Marking, and the N Mark. GlobalEPD Declarations can include relevant information from other certifications.
To issue a GlobalEPD Declaration, AENOR checks how well a product complies with current standards and regulations, verifies the methodology used (including LCAs) and analyses the quality and accuracy of the information provided. The result is a reliable, robust, widely-recognised and verified Environmental Declaration.
The General Regulations for the GlobalEPD Programme are featured in a document published by AENOR which sets out the requirements for Environmental Product Declarations, including verification and issuance, in accordance with International Standard ISO 14025.
AENOR's Product Category Rules (PCR) are based on European and Spanish standards, as well as regulations set forth in the GlobalEPD Programme or issued by Administrators that AENOR has bilateral recognition agreements with. If a PCR is not available, the industrial sectors can contact AENOR to request the formation of an industry panel which implements said document.
AENOR is a founding member of the European ECO Platform Association of Administrators of the EPD Verification Programme and is accredited to issue EPDs under the ECO Platform EPD EN 15804 VERIFIED logo™, as it was one of the first Administrators to pass these audits and the only Spanish entity to have done so.

AENOR has established certain Rules or General Instructions in accordance with the requirements of the International Standard ISO 14025, in order to guarantee the reliability and transparency of its management of the GlobalEPD Programme and verification procedures.

In order to ensure the credibility and transparency of the programme in accordance with the International Standard ISO 14025, before its final publication, AENOR subjects the programme documentation to public consultation, including the General Rules and the PCRs. The comments must be clear, specific and justified. The person that sends comments provides their name and organisation, together with their contact details for the reply. The comments received will be taken into consideration by AENOR and a reply will be issued to the organisation that sends the enquiry. The comments, together with the related information, including the reply, will form part of AENOR's records and they can publish them in line with the goal of the transparency of the Programme.
